![📢 PRESS RELEASE: Delayed and Underfunded —The Fund for responding to #LossAndDamage Fund (FRLD) Fails Frontline Communities at 9th Board Meeting
📍 Leading #ClimateJustice advocates respond to the outcomes of the 9th meeting of the Board of the FRLD which concluded last week in Manila, Philippines.
⏳ Instead of delivering a lifeline to climate-vulnerable nations, the Board delivered a largely procedural package that severely delays urgent funding.
🔑 Key takeaways:
📉 Massive Shortfall: Under the FRLD’s start up phase —the Barbados Implementation Modalities (BIM)— the Board received a staggering US$ 2.8 billion in demand against a US$ 250 million budget but deferred the approval of initial funding requests.
🗓️ Delayed Resources: A stage 1 Resource Mobilization Strategy was agreed that could help to stop the FRLD running out of money in 2027 but the process on for the first replenishment has been delayed to December. This leaves the Fund with no clear timeline or targets to reach the estimated 400 billion USD needed each year by Global South Countries.
🏦 Institutional Roadblocks: Unresolved issues with the World Bank's hosting continue to strangle the Fund's ability to operate and disburse money quickly to the frontlines. This included delaying the adoption of funding requests and the launch of the FRLD’s new Country Support System (CSS).
🚪 Restricted Access: Civil society participation was severely restricted, with multiple closed-door sessions shielding "sensitive" World Bank issues from public scrutiny.

![⚠️BREAKING: The start up phase of the Fund for Reposing to #LossAndDamage (FRLD)— the Barbados Implementation Modalities— has received 176 funding requests with a combined total ask of 2.8 billion USD. This is more that 11 times the 250 million USD currently allocated to the BIM and exactly why we need to #FillTheFund!
🔎The call for funding requests under the BIM was launched at #COP30 in Belém, Brazil, in November 2025, and the funding request submission period was open from 15 December 2025 to 15 June 2026.
🤯During this period, 198 funding requests were received, of which 176 entered the formal BIM pipeline. The remaining 22 funding requests were marked as non-compliant and were not included in the BIM pipeline.
📈The BIM pipeline represents a combined amount of 2.8 billion USD. The average amount requested per funding request is approximately 15.9 million USD, with a range from 5 million to 20 million USD.
🌐The pipeline covers 119 countries spanning Africa, Asia-Pacific, Latin America and the Caribbean (LAC) and Eastern Europe, with 81 funding requests from Africa, 49 from Asia-Pacific, 42 from LAC and 4 from Eastern Europe.
🌍Africa accounts for the largest share of money requested (1.4 billion USD), followed by Asia-Pacific (751.1 million USD), LAC (611.6 million USD) and Eastern Europe (54.3 million USD).
🗣️The 9th meeting of the Board (B9) of the FRLD will take place from the 8-10 of July in Manila, in the Philippines, where the Board is set to consider four funding requests from the BIM pipeline.
💰How to #FillTheFund is also on the agenda, with the Board to consider a stage 1 resource mobilisation strategy (RMS) and process for the first replenishment of the FRLD. With the BIM so heavily over subscribed, there can be no ignoring the need to #FIllTheFund.
📢Developing countries are estimated to require at least 400 billion USD a year from the FRLD by 2035 and we are calling for the stage 1 RMS to deliver at least 50 billion USD a year.

📜The Pipeline status report of the Barbados Implementation Modalities (BIM) —the start up phase of the FRLD: We will finally hear how many funding requests there have been under the BIM and what the total amount of money requested is. We expect this to be in the billions, when only 250 million USD is allocated to the BIM. This is exactly why we need to #FillThe Fund!
🌀Funding requests for Board consideration: The Board will start adopting funding requests, this is a historic moment for the Fund. Four funding requests will be considered by the Board, one each from Haiti 🇭🇹, Nigeria 🇳🇬, Jamaica 🇯🇲 and Côte d'Ivoire 🇨🇮. Together these funding requests total 77.4 million USD, almost a third of the 250 million USD is allocated to the BIM, yet another reason to #FillThe Fund!

💰Resource Mobilization Strategy (RMS) Stage 1: The Board will consider the initial plan to #FillThe Fund. This is critical, as without new pledges the Fund could run out of money in 2027. Our demands are clear, the rich polluting countries in the Global North that have caused the climate crisis must #PayUp4LossAndDamage! They need to #FillTheFund with new, additional, public, grant based #LossAndDamageFinanceNow!

![🗣️On wednesday at the #JuneClimateMeetings, the Secretariat of the Fund for Responding to #LossAndDamage (FRLD) held a side event on advancing the start up phase of the FRLD —the Barbados Implementation Modalities (BIM).
📢Here are our key takeaways and concerns:
⏰The deadline to submit funding requests under the BIM is June 15. This is the deadline for initial funding requests to be submitted. They do not need to be complete and the Secretariat will continue to support countries after the deadline passes.
🚫🔎The Secretariat could not share updates on the number of funding requests submitted to date, but did confirm that the pipeline report on funding requests would be shared in the next few weeks. They also confirmed that the funding requests themselves would be made publicly available —this is good news and must continue.
📈The Secretariat previously indicated that they expect close to 100 funding requests, this is 4 times the 250 million USD allocated to the BIM and exactly why we must #FillTheFund. ✊The Secretariat hoped that any funding requests not funded under the BIM would remain in the FRLD’s pipeline and be converted to whatever templates are developed for the long term operational modalities of the FRLD. However this is not guaranteed.
✅The Board of the FRLD will start adopting BIM funding requests at its ninth meeting (B9) in July. The Secretariat indicated that it is highly unlikely this first batch of funding requests will include funding requests that opt for direct access via direct budget support through national governments due to the need to recruit risk management experts. Instead these are likely to be considered at B10 (October) with a larger package of funding requests.
😠This is disappointing and will further delay support reaching developing countries directly and the frontline communities within them. For example, we know that Jamaica 🇯🇲 has made a funding request to respond to #LossAndDamage from Hurricane Melisa 🔎, but now impacted communities will have to wait even longer.

🏗️🏝️The main focus of the June Climate Meetings will be climate change adaptation, this is critical for reducing #LossAndDamage, and like the FRLD, chronically underfunded.
🚫🏭There is also a significant focus on climate change mitigation and the transition away from fossil fuels, this is crucial as limiting global heating to 1.5°C is the best way to avoid future #LossAndDamage.
🔥But #LossAndDamage is already devastating lives and livelihoods across the globe, with frontline countries and communities in the Global South being left to pick up the bill for a crisis they did little or nothing to cause.
📢Here are 5 ways that we can make progress on our mission to #FillTheFund in Bonn:
1. 💰Cementing #LossAndDamage as the third pillar of #ClimateAction in #ClimateFinance discussions: In Bonn we will see the first workshop of the two year work programme on #ClimateFinance launched at COP30 and an event on the implementation of the Baku to Belém Roadmap to 1.3T. This is an important moment to demand the rich polluting countries #PayUp4LossAndDamage!
2. 🗣️On 10 June at 16:30, the FRLD will host a side event. This will be a critical opportunity to hear updates on the number of funding requests made under the start up phase of the FRLD —the Barbados Implementation Modalities— and will demonstrate why we need to #FillTheFund.
3. 👂In parallel to the June Climate Meetings, the FRLD will hold online consultations on its resource mobilization strategy (RMS) (aka how to #FillTheFund) which will be considered by the Board of the FRLD at its 9th meeting in July. This will be a crucial moment to demand that a #HumanRights aligned RMS delivers at least 400 billion USD a year by 2035.
