‘A Profound Injustice’: Global Campaign Slams Loss & Damage Fund Board for Inaction, Betrayal of Climate Victims
Following the conclusion of the 7th Board Meeting of the Fund for Responding to Loss and Damage (FRLD), the ‘Fill The Fund’ campaign and global civil society leaders have condemned the outcomes as a profound failure to meet the urgent needs of climate-vulnerable nations. After three days of deliberations in Manila, the board approved key operational policies that critics say establish a slow, bureaucratic, and underfunded mechanism, betraying the fund's core mandate to provide rapid support to communities devastated by the climate crisis.
The Manila meeting was meant to finalize essential steps to make the fund operational, but advocates argue it has instead cemented a flawed model that is unfit for purpose.

![🗣️On wednesday at the #JuneClimateMeetings, the Secretariat of the Fund for Responding to #LossAndDamage (FRLD) held a side event on advancing the start up phase of the FRLD —the Barbados Implementation Modalities (BIM).
📢Here are our key takeaways and concerns:
⏰The deadline to submit funding requests under the BIM is June 15. This is the deadline for initial funding requests to be submitted. They do not need to be complete and the Secretariat will continue to support countries after the deadline passes.
🚫🔎The Secretariat could not share updates on the number of funding requests submitted to date, but did confirm that the pipeline report on funding requests would be shared in the next few weeks. They also confirmed that the funding requests themselves would be made publicly available —this is good news and must continue.
📈The Secretariat previously indicated that they expect close to 100 funding requests, this is 4 times the 250 million USD allocated to the BIM and exactly why we must #FillTheFund. ✊The Secretariat hoped that any funding requests not funded under the BIM would remain in the FRLD’s pipeline and be converted to whatever templates are developed for the long term operational modalities of the FRLD. However this is not guaranteed.
✅The Board of the FRLD will start adopting BIM funding requests at its ninth meeting (B9) in July. The Secretariat indicated that it is highly unlikely this first batch of funding requests will include funding requests that opt for direct access via direct budget support through national governments due to the need to recruit risk management experts. Instead these are likely to be considered at B10 (October) with a larger package of funding requests.
😠This is disappointing and will further delay support reaching developing countries directly and the frontline communities within them. For example, we know that Jamaica 🇯🇲 has made a funding request to respond to #LossAndDamage from Hurricane Melisa 🔎, but now impacted communities will have to wait even longer.

🔎Here is a reminder of what is at stake, our 5 key expectations on #LossAndDamage, and how the meetings can help us #FillTheFund!
🏗️🏝️The main focus of the June Climate Meetings will be climate change adaptation, this is critical for reducing #LossAndDamage, and like the FRLD, chronically underfunded.
🚫🏭There is also a significant focus on climate change mitigation and the transition away from fossil fuels, this is crucial as limiting global heating to 1.5°C is the best way to avoid future #LossAndDamage.
🔥But #LossAndDamage is already devastating lives and livelihoods across the globe, with frontline countries and communities in the Global South being left to pick up the bill for a crisis they did little or nothing to cause.
📢Here are 5 ways that we can make progress on our mission to #FillTheFund in Bonn:
1. 💰Cementing #LossAndDamage as the third pillar of #ClimateAction in #ClimateFinance discussions: In Bonn we will see the first workshop of the two year work programme on #ClimateFinance launched at COP30 and an event on the implementation of the Baku to Belém Roadmap to 1.3T. This is an important moment to demand the rich polluting countries #PayUp4LossAndDamage!
2. 🗣️On 10 June at 16:30, the FRLD will host a side event. This will be a critical opportunity to hear updates on the number of funding requests made under the start up phase of the FRLD —the Barbados Implementation Modalities— and will demonstrate why we need to #FillTheFund.
3. 👂In parallel to the June Climate Meetings, the FRLD will hold online consultations on its resource mobilization strategy (RMS) (aka how to #FillTheFund) which will be considered by the Board of the FRLD at its 9th meeting in July. This will be a crucial moment to demand that a #HumanRights aligned RMS delivers at least 400 billion USD a year by 2035.
