Time to Pay: A Civil Society Roadmap to #FillTheFund
The debate on how to fund climate justice is over.
The money exists; it is time to move it from the polluters to the people.
The #FillTheFund campaign hub, along with over 100 civil society organisations and Indigenous Peoples’ groups, has officially submitted a comprehensive
Resource Mobilisation Strategy (RMS) to the Board of the
Fund for responding to Loss and Damage (FRLD).
This submission is a demand for a rights-based, ambitious financing plan anchored in international law and the "Polluter Pays" principle.
​Our Strategy in Numbers: We refuse to accept an "empty shell" Fund. Our submission outlines a concrete, science-based replenishment cycle to meet the escalating needs of climate-vulnerable communities:

2027 to 2030: At least $50 Billion/year (Total: $200 Billion).

2031 to 3034: At least $100 Billion/year (Total: $400 Billion).

2035 onwards: At least $400 Billion/year (Total: $1.6 Trillion).
Key Demands:

Grants, Not Loans: We draw a red line against debt-creating finance. Climate victims must not pay for a crisis they did not cause.

Tax the Polluters: The strategy identifies trillions in available public finance through innovative sources like a Climate Damages Tax (CDT) on fossil fuel extraction, levies on luxury aviation, and wealth taxes on the ultra-rich.

No Corporate Capture: While private contributions are welcome, corporations must have zero influence over the Fund’s governance or decision-making.
